CS FOR HOUSE BILL NO. 51(RLS) am An Act relating to the                        
Department of Environmental Conservation; amending Rules 79 and                
82, Alaska Rules of Civil Procedure; and providing for an effective            
date was read the second time.                                                 
                                                                               
Senator Sharp, Cochair, moved and asked unanimous consent for the              
adoption of the Finance Senate Committee Substitute offered on page            
3338. Without objection, SENATE CS FOR CS FOR HOUSE BILL                       
NO. 51(FIN) was adopted and read the second time.                              
                                                                               
Senator Taylor moved and asked unanimous consent that the bill be              
considered engrossed, advanced to third reading and placed on final            
passage. Without objection, it was so ordered.                                 
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 51(FIN) was read                           
the third time.                                                                
                                                                               
Senator Wilken moved and asked unanimous consent that he be                    
allowed to abstain from voting because of a conflict of interest.              
Objections were heard and Senator Wilken was required to vote.
